Improved fix for SIMH running OpenBSD 3.5

As a much simpler fix to run OpenBSD/Vax on SIMH, add the line below to SIMH’s config file:

deposit rq qtime 100

Thanks to Bob Supnik for tracking this down and to Mark Kettenis for pointing out that the parameter can be set dynamically.
